State Assemblies (Vidhan Sabha)
28 States and 3 Union Territories (Delhi, Jammu & Kashmir, Puducherry) have elected legislatures. Members (MLAs) serve 5-year terms; the leader of the majority becomes Chief Minister. Six states also have a Legislative Council (Vidhan Parishad).

Assembly terms are 5 years from the first sitting; polls are usually held a few weeks before the term ends. Exact dates are announced by the ECI.

One-third of MLCs retire every two years. MLCs are elected by MLAs, local bodies, graduates and teachers, and some are nominated by the Governor (Article 171).
